The draft Action Plan for the promotion of employee ownership and participation was published by the European Commission as a conclusion of the Pilot Project on "The Promotion of Employee Ownership and Participation" on October 28, 2014.

The European Federation of Employee Share Ownership supports the proposal of a European Action Plan. However, some proposals in this draft action plan might be revised or even removed, being unadequate or uneffective, while several counterproposals could be better.
